Sr.
Telecom Engineer Salary: BOE Personnel in this job title are covered by NERC CIP cyber security standards.
The candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check.
Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training.
Annual cyber security training is also required.
Depending on financial related duties, the candidate may be required to complete a credit background check.
SUMMARY: Architect, Engineer, plan, design, build, configure and commission energy utility telecommunications transport networks and systems, including data, voice and RF systems.
Responsible for complete technical oversight and project management for transport network expansion projects.
Focusing on the expansion of the Optical SONET & WDM/DWDM, MAS radio, two-way and microwave networks which support the Utility's Transmission and Generation Assets.
Responsible for working with enterprise business areas, telecom carriers and other utilities and working with contracts group in developing and executing dark fiber IRU and other applicable contracts.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Compiles engineering project proposals to define goals, identify scope, background and need, and ascertain cost of equipment, parts and services Designs and Engineers utility telecommunications transport networks, including selection and configuration of telecommunications hardware and software to ensure short and long term performance, scalability and availability requirements are met Calculates and documents equipment power/space requirements and consumption for multiple sites and works with local Engineering, Facilities Operations, and/or vendors to meet these requirements, including electrical and cooling configurations, IEC, NEMA standards, AC/DC power, power redundancy scenarios Coordinates and schedules investigations and feasibility studies, including economic evaluations of proposed and existing telecommunications locations, hardware and software, provide recommendations for system changes and participates in bid and search process Ensures the communication systems and new construction complies with Federal, State and municipal laws, rules and regulations as well as industry codes, i.

, NESC codes; Right of Way agreements and Environmental Policies Technical support to supervise sub contract team for installation, network integration and engineering services on the optical and microwave transport networks for a variety of telecommunication related projects Responsible for drafting and securing approvals for multiple types of Carrier Agreements, Reciprocal Trade Agreements, Indefeasible Right of Use (IRU) agreements, Lease Services Agreements, Communication Land use Agreements and Utility communication interconnection agreements.
Completes Vendor Management responsibility including drafting and securing approvals for multiple types of Carrier Agreements, RFP, contract negotiation, ongoing relationships on multiple Agreements Responsible for regulatory filings (Licensing) and follow-up on recurring renewals Participates in NERC/WECC document preparation, is an SME in WECC audits Prepares on-line and hard copy documentation of systems and user applications, providing instruction and training to users.
Handles system and user needs and problems; identifies problems and effects corrections COMPENTENCIES Extensive experience and knowledge of fiber optic, microwave radio frequency and wireless transport network design and engineering, testing and support for utilities, service providers or enterprise networks.
Working experience with designing and implementing SONET/WDM/DWDM and Microwave RF Optical Transport systems, including: Fujitsu Flashwave; NEC, TDM, SONET design, GIGE, RF, WiMax, Mesh, SCADA, DNP, 61850, SNMP, etc.
Ability to determine the type and development of new telecommunication sites, arrangement of circuits, transport network equipment to be installed for primary, failover and disaster recovery configurations as required by regulatory compliance.
Knowledge and background with AC and DC power systems, fiber optic transmission and transmission systems, and electrical cabling and transmission system.
Working experience with optical link loss analysis for DWDM and SONET/SDH optical links; Experience with fiber test equipment.
Collects and interprets engineering documentation, to include schematics, fiber management systems and performance OTDR and Fiber Characterization reports.
Maintains a broad knowledge of state-of-the-art technology, equipment, and/or systems, and technology trends in the industry that will impact the Utility Operations and business and technology implementation.
Knowledge with ArcGIS, Autodesk AutoCAD utilized for design and construction of the fiber network.
Ability to read prints, schematics and drawings and create detailed prints for use by field technicians Working knowledge of Reciprocal Trade Agreements, Indefeasible Right of Use (IRU) agreements, Lease Services Agreements, Communication Land use Agreements and Utility communication interconnection agreements Adept at meeting project deadlines, orders equipment, prepares installation specifications, and monitors progress of installation to ensure facilities are ready on specified dates QUALIFICATIONS MINIMUM EDUCATION AND/OR EXPERIENCE: Bachelors degree from four-year college or university in electrical engineering with four to six years related experience and/or training or equivalent combination of education and experience.
Masters degree with an emphasis in digital, network and wireless communications is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a current, legally valid drivers license and meet the Company's driving record requirements.
SUPERVISORY RESPONSIBILITIES: May supervise or lead lower graded technical and/or support staff.
COMMUNICATION SKILLS: Ability works with vendors, utilities, telecom carriers and various teams in identification and resolution of complex network problems Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations Ability to write reports, business correspondence, and procedure manuals Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations ANALYSIS AND PROBLEM-SOLVING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
